Yes, indeed, the bleed inflicted by the Rending Slashes is a 'single target damage over time' so it gets boosted by Maelstrom weapons. A rotation like HA into rapid strikes -> LA -> rending slashes should apply this effect.Beta tester since February 2014, playing ESO-TU since October 2015

Two-Fanged is still 5k penetration. Kra'gh is down to 1509. With 23 CP when using Lover and 50 CP when using Shadow I'm able to reach 18.2k penetration 100% of the time.@ Izaki #PCEU

For PvP it looks great. For PvE, rather horrible.
You missed it but there is also a really strong bleed in the WW skill line. Unfortunately all other skills there are disappointing so it'd probably be a DPS loss anyway.
Also, proc set bleeds can not crit, which means they are meh.ESO Balance:

Overall changes was only to 2,3,4 bonus pieces 5th bonus is always changed separatly if needed also 1st parts of monster sets will be affected by changes. - 5-piece bonuses remain untouched. Only the normal 2,3 & 4 Bonuses got buffed or nerfed. That is what all the sets on templates show.
A lot of things are interchangeable now, for example full divines mundus stones and 5-piece bonuses. For example, using 5 spinner+apprentice is giving you the same as 5 julianos+lover as far as the trait and the 5-piece bonuses are concerned. No changes to 5 piece pen values - My prediction, this set won't see live without an adjustment.
It's the next PVP viper bitch fest. - Nobody here mentioned how this will impact the werewolf's light attack..
- I tested it on a regular build (2 Kragh, 5 Blooddrinker and 5 Pillar of Nirn) and it does add a decent amount of damage to twin slashes, pillar of Nirn, twin sisters, the twin blade and blunt bleed and brawler. Still too weak to really perform well in PvE, but in pvp that might be fun.

im thinking of using automaton + pillar of nirn which seems a nice combo for a lot of stamina builds
for a bleed build i'd maybe go stamplar with dual wield axes / two handed axe, pillar of nirn + blood drinker - this gives you axes to 4 bleeds + potential more from weapons..i think stamplar works best as he profits the most from 2h vs bow i think
But honeslty, i would MUCH love it, if they changed blood drinker instead to give for example +10% bonus to all DOT instead of just bleed or something like that to make it more universally useful for stam builds as the armor motif looks absolutly awesome (probably one of the best so far)
